Rule 6-7 states, in part: “The Player shall play without undue delay and in accordance with the pace of play guidelines which may be laid down by the committee,” and thereafter prescribes penalties for slow play. To prevent such a penalty, please review carefully the following guidelines:

ALLOTTED TIME

Groups will be expected to play within the allotted time published. This will be determined prior to each event and so stated in the Notice to Competitors.

OUT OF POSITION

FIRST GROUP – if, at any time during the round, the group is behind the allotted time.

ANY FOLLOWING GROUP – if the group:

(a) is taking more than the allotted time to play AND

(b) PAR 3 – reaches a tee of a PAR 3 hole and the hole is clear;
PAR 4 – fails to clear the tee of a PAR 4 before the preceding group clears the
putting green
PAR 5 – arrives at the teeing ground of a PAR 5 when the preceding group is on the
putting green.

Both (a) and (b) must apply for a group to be out of position.

GROUP OUT OF POSITION

Rules Officials reserve the right to ask players in a group to pick up the pace of play if they are lagging behind but not yet out of position. Groups WILL NOT be notified when they are being timed; however, Rules Officials will inform you of your status any time you ask them.

TIMING

A group may be monitored or timed for compliance with this pace of play guideline if it is “out of position”. When a group is “out of position” a player in the group is expected to play any stroke within 40 seconds.

The timing of a player’s stroke will begin when the player has had a reasonable opportunity to reach the ball, it is the player’s turn to play, and the player can play without interference or distraction.

Except on the putting green: If a player has reached the ball, it is the player’s turn to play and there are no distractions, timing will begin after the player has a reasonable time to select a club. Time spent walking backward or forward to determine yardages will count as part of the timing.

On the putting green: Timing will begin after a player has been allowed a reasonable time to lift, clean, and replace the ball; repair the player’s ball mark and any other ball marks on the line of putt; and, remove loose impediments on the line of putt. Time spent looking at the line from beyond the hole and/or behind the ball will count as part of the time.

PACE OF PLAY PENALTIES

The following are the penalties, in sequence, for any player in a group “out of position” who takes more than 40 seconds to play a stroke when it is the player’s turn to play:

FIRST bad timing of more than 40 seconds – WARNING

SECOND bad timing – ONE (1) STROKE PENALTY

THIRD bad timing – additional TWO (2) STROKE PENALTY

FOURTH bad timing – DISQUALIFICATION

NOTE: If a group in question regains its proper position, any previous timings of more than 40 seconds will be carried over for the remainder of that round in the event that group requires additional monitoring.

RULINGS or OTHER INCIDENTS

If a ruling or some other legitimate delay occurs which causes a group in question to lose its position, that group is still expected to regain its position within a reasonable time.
